Promote Dual Circulation and Foster New Driving Forces——Thoughts and Suggestions on the Status Quo of Internationalization of"New Manufacturing"Standards in Hangzhou

制造业是实体经济的主体,新制造业则是强化实体经济主体的催化剂。2019年,杭州发布《关于实施"新制造业计划"推进高质量发展的若干意见》,坚定"高端化、智能化、绿色化、服务化"发展目标,加快培育、引进战略性新兴产业,以数字化赋能制造,用制造丰富数字化内涵,为杭州经济发展引擎提供了澎湃动力,赋予"中国制造"新的内涵。"新制造业"计划实施一年来,杭州市全力着力改造提升优势传统产业,全面整治"低散乱"企业、淘汰落后产能,形成数字经济与制造业"双引擎"。

Manufacturing plays a main part in the real economy,while the new manufacturing industry serves as a catalyst to strengthen the main part of the real economy.In 2019,Hangzhou issued the Directives on Implementing the"New Manufacturing Plan"to Promote High-quality Development,showing the determination to pursue the goal of high-end,intelligent,green and service-oriented transformation.With strategic emerging industries being fostered and introduced at a faster pace,digitization and manufacturing are mutually boosting economy in Hangzhou and enriching the spirit of"Made in China".Since the New Manufacturing Plan was rolled out a year ago,Hangzhou has made every effort to optimize competitive traditional industries,comprehensively improve low-level manufacturing and phase out outdated production capacities to form"twin engines"consisting of digital economy and manufacturing industry.
