新型政党制度视域下协商民主认知与治理效能提升路径分析——基于执政党与参政党成员的实证分析

Analysis on the Path of Improving the Cognition of Consultative Democracy and Governance Efficiency from the Perspective of New Political Parties System—An Empirical Analysis Based on the Members of the Ruling Party and Democratic Parties

作为我国基本政治制度,新型政党制度集中反映了中国特色社会主义的民主内涵,其本质是中国特色社会主义协商民主。新型政党制度的治理效能提升一方面要靠新型政党制度宏观制度的设计与实施,另一方面也需要执政党与参政党成员等微观行为主体的支持。基于对执政党与参政党成员的问卷调查,结果显示,执政党与参政党成员在社会主义民主本质认知等核心价值上具有统一性,反映出社会主义政治协商与政党协商具有主观心理基础,这也是建构新型政党制度的客观依据和现实基础;而同时在协商民主实现机制、适用层次等方面具有差异化认知,显示出多党合作与民主监督的现实必要性和可能性。

As China’s basic political system,the new party system reflects the democratic connotation of socialism with Chinese characteristics,and its essence is socialist consultative democracy with Chinese characteristics.On the one hand,the improvement of the governance efficiency of the new party system depends on the design and implementation of the macro system of the new political parties system.On the other hand,it also needs the support of micro actors such as members of the ruling party and democratic parties.The results of the questionnaire survey of the members of the ruling party and the democratic parties show that the members of the ruling party and the democratic parties have unity in the core values such as the cognition of the essence of democracy,which reflects the subjective psychological basis of political cooperation and party cooperation,which is also the objective basis and practical basis for the construction of a new party system.At the same time,it has differentiated cognition in the realization mechanism and application level of consultative democracy,which shows the practical necessity and possibility of multi-party cooperation and democratic supervision.
