Social Security with Chinese Characteristics in the New Era:Experiences,Characteristics,and Formation Logic

改革开放以来,特别是党的十八大以来,我国不断深化社会保障体制改革,全面建成了覆盖城乡居民的现代社会保障体系。中国社会保障的发展取得了巨大成就,积累了诸多宝贵经验,形成了社会保障的中国特色,主要体现为:逐步满足人民群众日益增长的多样化社会保障需求,注重公平共享与互助共济,充分体现了人民性和社会主义制度优势,注重协调推进与城乡统筹发展,重视发挥集体、社区的作用,强调发挥家庭保障的基础性作用。中国特色社会保障道路的形成是政治、经济、文化、社会等诸要素综合作用的结果,其形成逻辑主要包括历史与文化逻辑、时代与现实逻辑、制度与体制逻辑、风险与回应逻辑等四大方面。

Since the reform and opening up,especially since the 18th National Congress of the Communist Party of China,China has continuously deepened social security system and comprehensively built a modern social security system covering urban and rural residents.China's social security development has made great achievements,accumulated a lot of valuable experiences,and formed the Chinese characteristics of social security,which are mainly reflected in:gradually meeting the growing diversified social security needs of the people,paying attention to fair sharing and mutual assistance,fully reflecting the people's nature and the advantages of the socialist system,paying attention to coordinated promotion and urban-rural development,paying attention to play the role of collective and community,and emphasizing the basic role of family security.The formation of social security road with Chinese characteristics is the result of the comprehensive function of political,economic,cultural,social,and other factors.The logic of its formation mainly includes four aspects:historical and cultural logic,era and realistic logic,system logic,and risk-response logic.
