阿坝州农村基层社会创新治理研究--基于“村两委”胜任力研究视角

On the Innovative Governance of Rural Grassroots Society in Aba Prefecture--From the Perspective the Competency of Village Party Branch and Village Committee

“村两委”胜任力对创新农村基层社会治理、促进农村地区发展、实现乡村振兴战略具有重要影响。结合阿坝州农村基层社会治理现状与胜任力基础理论,提出了“村两委”胜任力的概念、构成要素,构建包括5个维度和19个要素在内的“村两委”胜任力模型和评价指标体系,提出增强“村两委”胜任力、创新阿坝州农村基层社会治理的对策。

The competency of village party branch and village commitle has an important impact on the innovation of rural grassroots social governance,the promotion of rural development and the realization of rural revitalization strategy.This paper makes a study on the current situation of rural grassroots social governance in Aba Prefecture based on the basic theory of competency,puts forward the concept of“village party branch and village committee”competency including 5 dimensions and 19 elements,constructs the competency model and evaluation index system,and proposes the countermeasures:enhancing the competency of village cadres and of innovating rural grassroots social governance in Aba Prefecture.
