According to the internal requirements of establishing modern university system,these are the basic requirements of Open University construction to further perfect the university constitution,standardize the operation of organizational power,perfect the governance system and improve the governance capacity,which are also the practical needs of Open University development.The constitution construction is the institutional guarantee of Open University's stable and independent status,the public declaration of its commitment to serve the whole people's lifelong learning,and the effective implementation of the best governance model and governance path.Following the law of higher education and taking into account the history and reality of Open University construction are the premises of formulating the university constitution adapting to the characteristics of Open University.Adhering to the leadership of the Party Committee,following the academic community,perfecting the institutional system and optimizing the construction of the organization form the framework of Open University constitutional construction.
