区块链赋能科研诚信管理的理论证成与制度创新 被引量:12

摘要 我国初步构建起科研诚信管理制度,但还存在信息管控能力偏弱、评价指标缺位、结果公开度偏低、应用范围失当、监督乏力等问题,未能发挥理想效果。区块链是近年来发展迅速且适用有效的新技术,其去中心化、数据溯源、高安全性优势恰好可以弥补科研诚信管理在信息汇总、系统监督、差异应用方面的不足,提升科研公平度与管理效率并重塑科研信用体系。因而,我国应完善区块链赋能科研诚信管理制度体系,提高科研信息管控能力,构建合理的科研诚信评价指标体系,提升科研诚信评价结果的公开度,调适科研诚信评价结果应用范围并加强科研诚信评价监督力度,从而及时矫正科研失信行为,促进科研活动诚信开展。 Although the scientific research integrity management system has been set up,there are some defects such as weak information management,lack of evaluation index,low openness of results,improper application scope and weak supervision.It can not play the ideal effect of restraint.Blockchain is a rapidly developing and effective new technology in recent years.Its advantages of decentralization,data traceability and high security can just make up for the deficiencies of scientific research integrity management system.It can improve the scientific research fairness and management efficiency and reshape the scientific research credit system.Therefore,we need improving the legal system and the ability of information management,building a reasonable evaluation index system,improving the openness of results,adjusting the application scope and strengthening the supervision.Only in this way can we correct the untrustworthy behavior and ensure the development of scientific research activities in good faith.
