关于江苏省城际铁路建设与运营的思考

Reflections on the Construction and Operation of Intercity Railway in Jiangsu Province

通过对江苏省城际铁路建设背景、规划现状及存在问题的分析,认为目前亟待研究确定江苏省城际铁路建设与运营管理模式。建议江苏省及时出台城际铁路建设顶层设计政策文件,以设区市为主体加快推进前期工作,明确投融资模式和省市出资比例,统筹解决土地指标,从而实现独立自主运营,推动形成都市圈城际铁路网络。

Based on the analysis of the construction background,planning status and problems of intercity railway in Jiangsu Province,it is concluded that it is urgent to study and determine the mode of intercity railway construction and operation management in Jiangsu Province.It is suggested that Jiangsu Province should issue the top-level design policy document of intercity railway construction in time,speed up the preliminary work with the district and city as the main body,clarify the investment and financing mode and the proportion of provincial and municipal capital contribution,and solve the land index in an integrated manner,so as to realize independent operation and promote the formation of the intercity railway network in the metropolitan area.
