制造方委托设备监理服务的特殊性分析及实践

The Particularity Analysis and Practice of Equipment Supervision Entrusted by the Manufacturer

相比于项目建设方委托的设备监理服务,制造方对其提供的产話、工作质量,自发委托专业设备监理单位进行以产品质量满足要求和过程质量提升为目的的设备监督服务,主动性和目的性是其最大特点和不同之处。笔者公司在监理实践活动中体会到:首先,制造方委托设备监理,特别是以质量提升为目的的设备监理,设备监理单位应采取与产晶监理不同的方法和手段;其次,笔者认为将与设备制造企业有从属关系的质量控制职能剥离,交付于独立的专业设备监理机构完成,有利于国家制造业整体质量提高,同时对设备监理行业发展也有着巨大的想象空间。

Compared with the equipment supervision entrusted by the project builder,the manufacturer spontaneously entrusts professional equipment supervision units to provide equipment supervision services for the purpose of meeting the requirements of product quality and improving the process quality,with initiative and purposiveness as its biggest characteristics and differences.We have learned from the supervision practice that,firstly,when the manufacturer entrusts equipment supervision,especially for the purpose of quality improvement,the equipment supervision unit should adopt different methods and means from the product supervision.Secondly,the quality control function which is subordinate to the equipment manufacturing enterprises can be separated and completed by an independent professional equipment supervision agency is also proposed in this paper.We believe that this will be conducive to the overall quality of the national manufacturing industry to improve,at the same time for the development of equipment supervision industry also has a huge space for imagination.
