摘要
事业单位管理人员工资制度改革的实质,是处理好与公务员工资的关系以及与专业技术人员工资的关系。经过几次工资制度改革,从与公务员同一制度到与制度脱钩,管理人员与公务员的级别对应关系仍未根本改变;与专业技术人员的工资关系则分解成了国家关系、地方关系和单位关系。未来的改革,完全取消行政级别的想法不现实,打破行政级别的限制、淡化行政级别的作用是可行的。要在分类的基础上,按事业单位的规模和职能来划分级别;要在不同的层次上、按不同的要求平衡专业技术人员和管理人员的工资关系。
The essence of the reform of the wage system for managers in public institutions is to handle the relationship with the wage of civil servants and the relationship with the wage of professional and technical personnel.After several reforms of the wage system,from the same system with civil servants to decoupling from the system,the level correspondence between managers and civil servants has not been fundamentally changed;the wage relationship with professional and technical personnel is decomposed into national relationship,local relationship and unit relationship.In the future reform,it is unrealistic to completely abolish the administrative level,and it is feasible to break the restrictions of administrative level and dilute the effect of administrative level.On the basis of classification,we should divide the levels according to the scale and functions of public institutions;we should balance the wage relationship between professional and technical personnel and managers at different levels and according to different requirements.
