摘要
人才集团是指提供人才引进、评价、培训及人才项目孵化经营等服务、规模较大的企业。人才集团的发展,既顺应了市场在人力资源配置中作用增强的趋势,也是提高人才服务水平、深入推行政府所属人力资源服务机构改革、优化人力资源服务资源配置的选择。从统计数据看,我国人才集团主要集中于东部地区,占比81.6%。其成立方式包括由原有政府所属的人力资源服务机构转化成立、新设国有企业或混合管理体制企业等。人才集团的主要业务包括人力资源服务、人才公共服务、技术服务、信息技术服务、人才科创服务、会议及展览服务、软件外包服务等。未来推动人才集团健康可持续发展应积极拥抱竞争,打造企业核心竞争力,大力提升从业人员素质,进一步健全现代企业制度。
A talent group refers to a large-scale enterprise that provides services such as talent introduction,evaluation,training and talent project incubation.The development of talent groups not only conforms to the trend that the market plays an enhanced role in human resource allocation,but also is the choice to improve the talent service level,deeply implement the reform of human resource service institutions affiliated to the government,and optimize the allocation of human resource service resources.According to statistics,China’s talent groups are mainly concentrated in the eastern region,accounting for 81.6%.Their establishment ways include establishment through transformation from original human resources service institutions affiliated to the government,establishment of new state-owned enterprises or enterprises with mixed management system,and so on.The main businesses of the talent groups include human resources services,talent public services,technical services,information technology services,talent science and innovation services,conference and exhibition services,software outsourcing services,and so on.To promote the healthy and sustainable development of talent groups in the future,we should actively embrace competition and build the core competitiveness of enterprises;vigorously improve the quality of employees;further improve the modern enterprise system.
