Construction of Divisional Management and Control System for Resource Utilization in Shandong Province

资源利用分区管控体系的构建对于落实山东省"三线一单"生态环境分区管控体系要求具有重要的理论和现实指导意义。本研究从生态环境质量维护改善、自然资源资产"保值增值"角度,应用资源利用上线划定技术方法,划定水资源、土地资源、能源、岸线资源的重点管控区,并提出分区管控要求,引导合理有序开发利用自然资源。

The construction of the divisional management and control system for resource utilization has important theoretical and practical guiding significance for implementing the requirements of Shandong Province’s"three lines and one single"ecological environment divisional management and control system.From the perspective of maintaining and improving the quality of the ecological environment and the"preservation and appreciation"of natural resource assets,this research applies the technical methods of resource utilization on-line delineation to delineate key control areas for water resources,land resources,energy,and shoreline resources,and puts forward the requirements of zoning management and control to guide the rational and orderly development and utilization of natural resources.
