江苏省“三线一单”编制过程中区域发展面临的战略问题及对策

Strategic Issues and Countermeasures Faced by Regional Development in the Process of Compiling“Three Lines and One Permit”in Jiangsu Province

坚持问题导向是"三线一单"编制工作的基本原则,战略问题分析也是"三线一单"编制的基础性工作。本文基于江苏省"一圈一带一网两区"的生态安全格局,在准确分析区域发展和保护战略定位的基础上,精准研判长江、太湖、淮河、沿海等重点区域(流域)资源利用与生态保护问题,作为生态、环境和资源"三线"管控分区、环境管控单元划定以及生态环境准入清单制定的基础,为科学构建江苏省"三线一单"生态环境分区管控体系提供有力支撑。

Adhering to problem orientation is the basic principle of the"three lines and one order"preparation,and the analysis of strategic issues is also the basic work of the"three lines and one order"preparation.Based on the ecological security pattern of"one circle,one belt,one network and two districts"in Jiangsu Province,and on the basis of accurate analysis of regional development and protection strategic positioning,this paper accurately studies and judges the resource utilization and ecological protection issues of key regions(watersheds),such as the Yangtze Rive,Taihu Lake,Huaihe River,coastal areas,etc,which serves as the basis for the ecological,environmental and resource"three-line"management and control zone,the delineation of environmental control units and the formulation of the ecological environment access list,and provides strong support for the scientific establishment of the"three-line and one-list"ecological environment zone management and control system in Jiangsu Province.
