摘要
随着时代不断进步与社会基础的变化,中国社会保障体系不断发展,并呈现出阶段性特征。只有将这些阶段性特征置于政策实践和社会体制演化的互动关系中,才能得到科学的解释。研究这一互动关系,梳理这一发展进程的脉络,有助于分析社会政策与制度基础演化的相互联系,以便揭示不同时期的政策导向和分析各时期的改革发展任务。探索各种社会政策的理念及其政策发展路径,为把握社会保障在现代国家发展中所发挥的作用、阐释诸如“共同富裕”等政策实践问题提供帮助;揭示体系发展的内在逻辑,可以回应各阶段发展所要解决的问题,并为实现社会主义现代化这一目标寻找有效的政策路径。
With the constant progress of the times and the change of social foundation,China’s social security system continues to develop and displays phased characteristics.Only by placing these phased characteristics in the interactive relationship between policy practice and social system evolution can they be scientifically explained.Studying this interactive relationship and combing the context of this development process are helpful to analyze the relationship between social policy and the evolution of institutional foundation,so as to reveal the policy orientation in different periods and analyze the reform and development tasks in each period.This article proposes to explore the ideas of various social policies and their policy development paths,so as to help grasp the role of social security in the development of modern countries and explain policy practices and issues such as "common prosperity";and discover the internal logic of system development,so as to respond to the problems to be solved in each stage of development,and find an effective policy path for realizing the goal of socialist modernization.
