The Overall Planning on Rural Social Assistance in the Context of the Rural Revitalization Strategy

"十三五"期间,社会救助兜底保障是坚决打赢脱贫攻坚战的重要手段,也是解决特殊群体脱贫问题的关键举措,为打赢脱贫攻坚战提供了坚强支撑。当前,农村社会救助工作面临着新的挑战和要求。"十四五"期间,要适度扩大保障对象和范围,进一步丰富救助项目和内容,进一步拓展救助功能和效应,进一步提升救助治理和水平,切实提高民生保障水平和质量,切实提高困难群众的获得感、幸福感和安全感,为全面推进乡村振兴打下坚实基础。

During the "Thirteenth Five-Year Plan" period,providing social assistance as the subsistence guarantee is not only an important means to resolutely win the battle against poverty,but also a key measure to address the poverty issue affecting the special groups,which furnishes strong support for achieving a victory in combating poverty.At present,the rural social assistance work is facing new challenges and requirements.During the "Fourteenth Five-Year Plan" period,we should appropriately expand the target and scope of social security,further increase the relief projects and contents,enhance the relief functions and effects,improve the governance and level of reliefs,effectively raise the level and quality of livelihood guarantee,and effectively improve the sense of benefit,happiness and security of people in difficulty,so as to lay a solid foundation for comprehensively promoting rural revitalization.
