长三角地区水环境生态补偿机制伦理研究

Ethical Research on Ecological Compensation Mechanism of Water Environment in the Yangtze River Delta

我国分布广泛的江河湖海的水环境是我国生态保护的重中之重,水环境的生态补偿机制的开展对于我国现阶段保护水环境、治理水污染具有十分重要的意义,是为了让我们生存的水生态环境能够保持稳定,使水环境不再被破坏,水资源不再被浪费。外在上使用各种经济的手段进行补偿,内在上注重伦理观念是生态补偿的思想内核。研究当前水环境生态补偿的伦理依据、伦理问题以及伦理意义,可以抓住生态补偿机制的本质内核,在根本上推动机制的实施。长江三角洲地区经济发展迅速,水环境问题突出,是我国水环境迫切需要治理的地区之一。在长三角地区开展生态补偿机制的实践对于促进长三角区域实现一体化生态环境保护与治理具有重要意义。

The water environment of China’s widely distributed rivers,lakes and seas is the top priority of China’s ecological protection,The development of ecological compensation mechanism of water environment is of great significance for protecting water environment and controlling water pollution in China at the present stage:in order to keep the water ecological environment stable,the water environment will not be damaged and water resources will not be wasted.Externally,various economic means are used for ecological compensation,and internally,ethics is the ideological core of ecological compensation.Studying the ethical basis,ethical problems and ethical significance of the current water environment ecological compensation can grasp the essential core of the ecological compensation mechanism and fundamentally promote the implementation of the mechanism.With the rapid economic development and prominent water pollution problems,the Yangtze River Delta is one of the areas in urgent need of water environment treatment in China.The practice of ecological compensation mechanism in the Yangtze River Delta is of great significance to promote the integration of ecological environment protection and governance in the Yangtze River Delta.
