工业企业绿色技术路径选择与地方政府行为关系研究——基于省级面板数据的实证分析

A Study on the Relationships between Industrial Enterprises'green technology path choice and local governments'behaviors

工业企业绿色发展技术路径选择、路径选择中的地方政府行为以及二者的关联是高质量推进区域工业绿色发展的关键。本文基于我国30个省(区、市)(港澳台及西藏地区除外)2008—2018年面板数据进行实证研究,结果表明:工业企业每条绿色技术路径都有1~3个显著相关的地方政府行为且区域异质性明显;金融信贷干预行为的显著性影响普遍存在;不能给予实质性支持的绿色宣传教育活动可能会引发企业的逆反性决策;发达地区工业企业有落入低阶绿色技术“路径锁定”的风险;欠发达地区的财政支持行为对绿色工艺创新和绿色转向已产生“挤出效应”;省级地方政府倾向于同中央政府保持同步等。基于研究结论,文章提出应加快从“小局”到“大局”的转变,发挥龙头企业的示范带动作用,加大绿色金融创新力度,实行差异化的环境规制和财政支持,改进绿色宣传教育行为方式。

Industrial enterprises'green development path choice,the involvement of local government and their relationship are the keys to promoting regional industrial high-quality green development.The empirical results based on the panel data of 30 provinces(autonomous regions and municipalities)in China(except Hong Kong,Macao and Taiwan and Tibet)from 2008 to 2018 indicate that:each green technology path of industrial enterprises has 1~3 local governments'behaviors effectively affecting industrial enterprises'path choices;the significant impact of financial credit intervention behavior is widespread;green publicity and education activities that cannot be given substantial support may lead to rebellious decisions of enterprises;the industrial enterprises in developed areas have the risk of"path locking"of lower-level green technology;the financial support in undeveloped areas has shown a role of"crowding out effect"on industries'green development path choice;the central government is still the controller of local government's behaviors and the provincial governments highly prefer to keep pace with the central government.Based on the research conclusion,the paper proposes that we should speed up the transformation from"small situation"to"overall situation",give play to the demonstration and driving role of leading enterprises,strengthen green financial innovation,implement differentiated environmental regulation and financial support,and improve the behavior of green publicity and education.
