智慧社区服务供给机制创新——以广西北海市智慧政务服务平台应用为例

Research on Innovation of Smart Community Service Supply Mechanism

智慧社区建设为社区公共服务创新提供了新的载体和平台,注入了新的活力和动力。基于对广西北海市“阳光红页”“农事网通”智慧政务服务平台的实证分析,研究表明:智慧社区服务供给机制创新主要通过项目推动、党建引领、平台建设和机制保障来实现。其中,项目推动以政府财政转移支付或引入市场化等模式落地。党建引领突出价值、主体、技术、内容引领区域化党建强政治、平安化服务强法治、柔性化服务强德治、规范化协商强自治、智能化服务强智治的“五治”融合。平台创新侧重便民服务、诉求表达和政务公开。机制保障涵盖机构、人才、方案、经费等内容。最后,本文提出的关于智慧社区服务供给机制创新的管理启示是努力实现党建、公共服务与智慧社区,智慧社区与“三社联动”,智慧社区与“五治”融合的相互嵌入和复合。

The construction of smart community provides a new carrier and platform for community public service innovation,and injects new vitality and power into it.Based on the empirical analysis of the smart government service platform of"Sunshine Red Page"and"Agricultural Netcom"in Beihai,Guangxi,the results show that the innovation of smart community service supply mechanism is mainly promoted by projects-driven,Party construction,platform construction and mechanism guarantee.Among them,project-driven refers to how to promote the construction of smart communities by means of government financial transfer payment or introducing market-oriented and socialized mechanism mode.Party construction focuses on value,subject,technology and content leading the"five governance"integration of regionalized party building for developing politics,safe service for developing rule by law,flexible service for developing rule by virtue,standardized negotiation for developing autonomy and intelligent service for developing smart governance.Platform innovation concentrates on convenient service,appeal expression and open government affairs.Mechanism guarantee including institutions,talents,schemes and funds.Finally,this paper puts forward the management implication of on the innovation of service supply mechanism of smart community:striving to promote the mutual embedding and combination of Party construction,public service and smart community,smart community and"linkage of three societies",smart community and integration of"five governance".
