从创新生态系统的角度.运用经济学供需原理.通过分析创新驱动发展供需矛盾,认为正确处理政府与市场的关系,发挥国家战略科技力量的作用,夯实创新根基,坚持有所为有所不为,构建核心关键技术攻关体制,是实现科技自立自强的关键;用市场的力量激发企业创新活力和动力,推动科技与经济社会发展的深度融合,其中标准引领、质量管理体系推动创新发展的作用不容小觑;加强顶层设计、健全评价机制、弘扬创新文化、构建开放合作新机制,形成良好创新生态,并为创新型国家建设提供制度保障。

This article argues that the key to achieving self--reliance and self-improvement in science and technology is to correctly handle the relationship between government and market,give full play to the role of national strategic scientific and technological forces,tamp the foundation of innovation,insist on acting within the scope of the profession,and build a system for tackling key problems with core key technologies.It also argues to use market power to stimulate the vitality and driving force of enterprise inovation and promote deep integration of science and technology and economic and social development,in which the role of standards guidance and quality management are estial.In addition,China should strengthen top-level design,improve evaluation mechanism,spread the innovalive culture,and build a new mechanism of opening up and cooperation,so as to form a good innovation ecology and provide institutional guarantee for the construction of an innovative country.
