支付市场定价机制的现存问题与初步建议

Existing Problems and Preliminary Suggestions of Pricing Mechanism for China's Payment Market

推动定价机制改革创新,是支付产业实现高质量发展的制度保障。本文重点剖析了我国支付市场定价机制存在的独特问题,提出了改革创新定价机制的对策建议。研究发现:我国支付市场现行的线性定价模式缺乏效率,价格难以反映成本变动规律,分类定价方式粗糙,费率结构存在顾此失彼的弊端,集中定价制度有失公平。为此,建议秉持非线性定价思路,逐步引入递减型的阶梯定价模式;尊重网络经济和数字经济下的成本变化规律,兼顾零售和批发环节,完善价格形成机制和调节机制;精心设计差异化费率结构,减少制度性套利空间;营造公平竞争环境,充分发挥竞争机制在费率形成与调整中的作用;区分不同环节的市场势力,合理规制“杀熟”“算计”等新型价格歧视;完善支付生态圈,依靠产业生态共同体的力量抵消服务成本。

Promoting the reform and innovation of the pricing mechanism is the institutional guarantee for the high-quality development of the payment industry.This article focuses on analyzing the unique problems in the pricing mechanism of China's payment market,and puts forward suggestions for reforming and developing the pricing mechanism.The research finds that the current linear pricing model in China's payment market is inefficient,and prices are difficult to reflect the law of cost.In addition,pricing methods by category are rough,and the centralized pricing system is unfair.To this end,it is recommended to adhere to the idea of non-linear pricing and gradually introduce a decreasing-ladder pricing model.Payment platforms shall respect the law of cost in network and digital economy,taking the retail and wholesale markets as a whole,improving the price formation mechanism and adjustment mechanism;Payment platforms should also carefully design the fee structure to reduce institutional arbitrage.Regulators must create a fair competition environment,encouraging the competition mechanism to play an active role in the formation and adjustment of fees.Moreover,Regulators must distinguish the market power of different links,and reasonably regulate new types of price discrimination such as"killing"and"counting".Operators must improve the payment ecosystem,and rely on the power of the industrial ecological community to offset service costs.
