摘要
以绩效品质论为基础,基于国有林场和林业职工的不同视角,从政策过程和政策效果两个维度,构建黑龙江省中央森林生态效益补偿政策绩效评价指标体系,运用层次分析法为指标赋予权重,在对调查问卷描述性统计分析的基础上,采用模糊综合评价法对黑龙江省中央森林生态效益补偿政策绩效进行评价。结果表明:基于国有林场视角,黑龙江省中央森林生态效益补偿政策的综合绩效值为4.124,绩效较好;基于林业职工视角,黑龙江省中央森林生态效益补偿政策的综合绩效值为3.844,绩效一般。在此基础上,对森林生态效益补偿提出了政策建议。
Based on the theory of performance and quality and the different perspectives of state-owned for⁃est farms and forestry employees,this paper constructed the performance evaluation index system of the cen⁃tral forest ecological benefit compensation policy of Heilongjiang Province from the two dimensions of poli⁃cy process and policy effect.It used Analytic Hierarchy Process to assign weight to indicators.Based on the descriptive statistical analysis of the questionnaire,it used the fuzzy comprehensive evaluation method to evaluate the performance of the central forest ecological benefit compensation policy in Heilongjiang Prov⁃ince.The results showed that from the perspective of state-owned forest farms,the comprehensive perfor⁃mance value of Heilongjiang Province's central forest ecological benefit compensation policy was 4.124,which was a good performance;from the perspective of forestry employees,the comprehensive performance value of Heilongjiang Province's central forest ecological benefit compensation policy was 3.844,which was average.On this basis,it put forward policy recommendations for forest ecological benefit compensation.
