Study on Risk Prevention and Control of Public Security Organs from the View of Law Enforcement

树立依法行政理念,加快建设法治政府。公安机关作为政府的工作部门,作为行政执法中的主要力量,在当前发展中由于政治、法律任务逐渐加重,使其工作既要树立行政权威、维护法治秩序又要兼顾公平正义、个体利益;还有其执法人员时常发生有法不依、执法不严、违法不究等现象,甚至还存在以言代法、以权压法的人治思维,这些现象势必会造成执法风险的存在。如何解决这些现象,防控行政执法风险是依法行政深层次的要求和任务。

Establish the concept of administration according to law and speed up the construction of a government under the rule of law.As the working department of the government and the main force in administrative law enforcement,public security organs have gradually increased their political and legal tasks in the current development,so that their work must not only establish administrative authority,maintain the rule of law and order,but also take into account fairness,justice,and individual interests;Law enforcement officers often fail to comply with the law,not strictly enforce the law,and not investigate violations of the law.There are even the rule of man thinking of using words to replace the law and using power to suppress the law.These phenomena are bound to cause the existence of law enforcement risks.How to solve these phenomena and prevent and control the risks of administrative law enforcement is a deep-level requirement and task of administration according to law.
