摘要
进入新时代,现行教育发展目标监测体系及其方法已不能够适应教育治理现代化的新要求,不能有力推动全国及各地教育现代化发展新目标、新任务的有效落实,迭代升级成为必然选择和迫切要求。构建新时代中国特色教育发展目标监测体系,根本要求是立足国情、把握教情,吸收先进理念、借鉴合理方法,在监测内容上注重系统化,构建"人体型结构"教育发展目标监测体系;在监测体系的指标构成上突出多样化,反映教育大国不同区域、各级各类教育、不同教育功能等方面的差异和特点;在发展目标的监测方法上实现动态化,通过建立可靠的动态监测模型及分析工具,创新监测信息采集和呈现方式,积极采用先进技术,把握变化趋势与特点,为精准施策和及时破解难题提供支撑;在监测制度建设和监测结果应用上彰显法治化,科学使用监测指标及其监测评价结果,健全监测服务、支持改进工作机制,提升教育治理能力和水平。
The current education monitoring index system and methods cannot adapt to the in-depth implementation of the new goals and tasks of national education modernization,so it is an inevitable choice to upgrade the monitoring index system of China’s education development goals iteratively.To construct the monitoring system of educational development goals with Chinese characteristics in the new era,the fundamental requirements are to base on the national conditions,grasp the teaching situation,pay attention to systematization in the monitoring content,explore and design the monitoring index system of educational goals with"human body type structure";highlight the diversification in the index types,take into account the subjective and objective indicators,adapt to the educational development gap and characteristic focus between regions;and achieve dynamic in the monitoring methods In the monitoring mechanism,we should highlight the rule of law,scientifically use indicators and monitoring results,and give full play to monitoring guidance and supervision.
