基本公共体育服务均等化实现程度:评价构建与实证分析

The Realization Degree of the Equalization of Basic Public Sports Services:Multidimensional Evaluation and Empirical Analysis

从党的十九大报告提出到2035年要总体实现基本公共服务均等化的目标出发:首先,对我国公共体育服务均等化的研究历程进行了分阶段剖析,为评价指标体系的构建奠定了坚实的理论基础;其次,通过文献资料法、问卷调查法、专家访谈法和实地调研等研究方法,结合我国目前公共体育服务的发展现状,构建了一套用于衡量基本公共体育服务均等化实现程度的评价指标体系;再次,利用层次分析法的矩阵分析,确定了评价指标体系的权重系数;最后,运用模糊综合评价法对浙江省杭州市进行了实证研究,结果表明该市的公共体育服务均等化实现程度较高,已基本接近达成均等化的目标要求。

From the state department to achieve the goal of equalization of basic public services by the year 2035,this paper analyzes the basic theoretical problems of the equalization of public sports services at home and abroad,and lays a solid theoretical foundation for the construction of evaluation index system.Then through the literature,expert interviews,field observation,mathematical statistics and other methods,combined with the current situation and future development trend of the equalization of public sports services in our country,draw lessons from the foreign equalization evaluation index system construction experience,and build a set of the actual public sports service equalization evaluation index system.Finally,this study uses AHP method and fuzzy comprehensive evaluation method,reasonably determined the weight coefficient of the evaluation index system,and conducted an empirical study in Wenzhou city,Zhejiang province,the results show that the equalization of public sports services in the city is at a good level.
