摘要
先进制造业和现代服务业“两业”融合是顺应新一轮科技革命和产业变革、增强制造业核心竞争力、培育现代产业体系、实现高质量发展的重要途径。“两业”融合通过提高资本配置效率、促进研发创新、深化人力资本、提升需求能力等机制或途径对价值链攀升产生促进作用。融合深度及融合效益不显著、价值链分工地位偏低、要素支撑条件不完备、体制机制因素制约等是当前“两业”融合推动价值链攀升面临的现实困境,需要创新体制机制、完善支撑性政策,以“重点突破”方式助推整体目标实现。
"Two industries"integration of advanced manufacturing and modern service industry is an important way to adapt to the new technology revolution and industry transformation,enhance core competitiveness of manufacturing industry,cultivate modern industry system,and achieve high-quality development.The"two industries"integration promotes value chain climbing through these mechanisms or channels such as improving capital allocation efficiency,promoting R&D innovation,deepening human capital,and improving demand capabilities.The insignificant integration depth and integration benefits,low status of value chain division,incomplete factors support conditions,constraints of institutions and mechanisms are the current dilemmas faced by the"two industries"integration promoting value chain upgrade.It is necessary to innovate institutions and mechanisms,improve supporting policies,and promote the realization of overall goal by means of"key breakthroughs".
