青岛市长期照护服务发展问题初探

Study on the Construction of Long-Term Care Service System in Qingdao

随着家庭结构的小型化与高龄人口的增长,我国长期照护服务需求显著增加。入选全国第一批长期护理保险试点城市以来,青岛市长期护理规章制度日趋完善,职工护理费用资金相对充足,但也存在居民护理费用严重不足导致的农村失能失智老人难以就近获得照护服务、护理员数量不足和护理服务水平低、部分护理机构护理质量堪忧等问题。需要从加大政策支持力度、大力推进护理队伍建设等方面提升长期照护服务水平。

With the miniaturization of the structure and the growth of the elderly population,the demand for long-term care has increased significantly in China.During recent years,Qingdao′s long-term care laws and regulations are getting better and the funds for staff nursing expenses are relatively sufficient in Qingdao.However,there are also some problems,for example,the rural disabled and mentally retarded elderly are difficult to obtain nearby care services due to the serious shortage of residents′nursing expenses,the insufficient number of nurses and the low level of nursing services,and the nursing quality of some nursing institutions is worrying.It is necessary to improve the level of long-term care services from the aspects of increasing policy support and vigorously promoting the construction of nursing team.
