以新冠肺炎疫情为代表的新的一轮突发公共卫生事件,严重威胁社会正常运行。在新的时代背景下,高速通勤和信息通信技术加剧了疫情的传播速度、传播范围、传播深度,带来了“信息陷阱”,不利于防治开展。数字政府是数字技术在政府治理领域的应用,可推动传统治理工具和治理架构的变革,在应对突发公共卫生事件上具备优势。凭借互联网、物联网、大数据、云计算、人工智能等数字技术,数字政府可以提高知识管理能力和社会协同治理能力,实现对突发公共卫生事件的有效应对。在未来发展中,数字政府要重点提高数据挖掘、数据分析等技术能力,树立数字化“为人民服务”的管理理念,进一步破除阻碍社会协同的内在组织惯性。

The novel coronavirus pneumonia epidemic,as the representative of a new round of public health emergencies,seriously threatens the normal operation of the society.Under the background of the new era,high-speed commuting,as well as the information and communication technology aggravates the spread speed,scope and depth of the epidemic,bringing“information trap”,which is not conducive to prevention and control.The digital government model has prominent advantages in dealing with the new public health emergencies.Digital government is the application of digital technology in government governance which can promote the change of traditional governance tools and organizational structure.Through the Internet,Internet of things,big data,cloud computing,artificial intelligence and other technologies,digital government can improve the efficiency of knowledge management,achieve social collaborative governance,and achieve stable social development during the period of emerging issues.In the future development,digital government should focus on improving the technical capabilities of data discovery and data analysis,establish the management concept of“serving the people”in a digital way,and further break the internal organizational inertia that hinders social coordination.
