露天煤矿外委施工单位安全生产管理对策

Safety production management countermeasures of outsourcing construction unit in open-pit coal mine

为了有效管控露天煤矿外委施工单位安全生产存在的安全风险,降低或避免事故发生率。从施工资质、人员管控、监督监管多方面分析了外委施工存在的问题,并结合安全生产实际,研究了解决突出问题的一系列对策,为解决外委施工单位事故频发的现状奠定了基础。结果表明,此类措施对提升露天煤矿外委施工单位管理水平有较大借鉴和参考意义。

In order to effectively control the existing safety risks in the safety production of open-pit coal mine outsourcing construction units,reduce or avoid the accident rate,this article analyzes the existing problems in the outsourcing construction from the aspects of construction qualification,personnel management and control,supervision,and studies and explores a series of countermeasures to solve the outstanding problems in combination with the actual production safety,so as to lay a foundation for solving the current situation of frequent accidents in the outsourcing construction units.The practice results show that such measures have great reference significance for improving the management level of the outsourcing construction unit of open-pit coal mine.
