Analysis of Mexico’s Electricity Trading Mechanism

本文希望通过对墨西哥电力交易机制的介绍和分析,为中国电力投资商进入墨西哥电力市场提供参考。通过查阅大量墨西哥政策法律文件、市场数据,以及与墨西哥当地电力行业相关公司、专家、法律顾问的交流,对墨西哥电力市场现状及电力批发市场交易机制进行阐述,认为墨西哥电力法改革一定程度上促进了墨西哥电力行业的市场化,但电价还是相对较高,市场化程度还不够,电力交易市场借鉴了其他发达国家的经验,但还需要进一步优化。总体来说,墨西哥电力市场有着较大的增长潜力,竞争较大,要在这样的市场取得成功,中国电力投资商需要找到合适的策略。

Through the introduction and analysis of Mexico’s electricity trading mechanism,this paper intends to provide some insights for Chinese investors to enter into Mexico’s electricity market.Through consulting a large number of Mexico’s policy and regulatory documents,market data,and as well as through communication and exchanges with Mexican local industry,experts,this paper presents a detailed elaboration on the current status of Mexican electricity market and the wholesale electricity market trading mechanism.This paper concludes the reform of Mexican Electricity Law has promoted the marketization of Mexican electricity industry to a certain extent,but the price of electricity is still relatively high,and the marketization degree is not enough.Mexico has learned from the experience of other developed countries,but it still needs to be further optimized.In general,Mexican electricity market has great growth potential,as well as big competition,Chinese power investors need to find appropriate strategies in order to be successful in this market.
