市政基础设施投资对城市全要素生产率的影响:2004-2017 被引量:1

摘要 文章根据DEA-Malmquist方法计算城市全要素生产率,使用中国281个地级以上城市2004至2017年的统计数据构建动态面板模型,考察市政基础设施投资对城市全要素生产率的影响。研究发现:市政基础设施投资对城市全要素生产率有积极影响,该影响不仅表现在投资当年,还会持续到其后若干年;市政基础设施投资对城市全要素生产率的影响有复杂的非线性特征,最佳投资规模如果存在只能是阶段性的;短期内不同类型市政基础设施对城市全要素生产率的影响有较大差异,但长期影响有趋同性,非交通性市政基础设施投资对城市全要素生产率的影响不低于交通性市政基础设施投资。文章对城市市政基础设施投资进行分类研究,将滞后性纳入模型,考察市政基础设施影响城市全要素的内在机制和非线性特征。研究结论对指导城市市政基础设施建设,提高国土空间规划中市政基础设施规划的可实施性有重要启示。 Though it is widely accepted that infrastructure investments could promote economic growth via changing TFP(total factor productivity),the relationship between urban infrastructure and urban TFP was seldom investigated in existing literature.In this article,we examines the impact of municipal infrastructure investment on the growth of urban TFP.With a case study of 218 major cities in China from 2004 to 2017,we employ the DEA-Malmquist approaches and dynamic panel data models to assess the impact of urban municipal infrastructure investment on the growth of urban TFP.The results indicate that the investment of urban municipal infrastructure has significant positive influence on the growth of urban TFP.Moreover,the nonlinearity and lagged effect of the influence of urban municipal infrastructure on the change of urban TFP implies that the optimal investment scale of urban municipal infrastructure is time sensitive.Furthermore,the paper discloses a weak convergence over time between the impacts of different kinds of urban municipal infrastructure on urban TFP though these impacts are disparate in the short term.We divide urban municipal infrastructure investment into three categories,and examine the mechanism,nonlinearity and lagged effect of the influence of urban municipal infrastructure on the change of urban TFP.Policies are proposed in order to enhance the efficiency of urban infrastructure investment and the quality of urban growth.The conclusion of this article has important enlightenment to guide the construction of urban municipal infrastructure and improve the implementation of municipal infrastructure planning in land and space planning.
