同行评议就是能同能力、同资格的人审慎的进行鉴定、检查的方法。作为一种应用范围广泛的科研评价机制,在实践的过程中,同行评议制度在一定程度上可以彰显科研工作者的独立精神。但同时,这种评审制度也受到了评议结果非客观性等质疑。只有通过改进评议专家选择办法、设置不同补充办法等多种手段完善同行评议制度,才能使评议结果更加客观、公正。
