构建贵州省水资源强监管体系对策研究

Study on the countermeasures of constructing strong supervision system of water resources in Guizhou Province

构建水资源强监管体系是新发展阶段下推动水资源管理工作的重要抓手。本文在分析贵州省水资源管理现状问题的基础上,按照落实“水利工程补短板、水利行业强监管”水利改革发展的要求,提出了由制度与技术标准层、信息化管理平台层、日常业务监管层3个层面构成的贵州省水资源强监管体系,并提出了保障强监管体系良性运行的相关措施建议,为贵州省规范水资源管理方式、推进水资源重点工作、提升水资源管理水平提供了重要参考。

Constructing a strong supervision system of water resources is an important starting point for promoting water resources management in the new development stage.On the basis of analyzing the current situation and problems of water resources management in Guizhou Province,this paper puts forward a strong supervision system of water resources in Guizhou Province,which consists of three layers:system and technical standard layer,information management platform layer and daily business supervision layer,and puts forward relevant measures and suggestions to ensure the sound operation of the strong supervision system,which provides an important reference for standardizing water resources management methods,promoting key work of water resources and improving water resources management level in Guizhou Province.
