基于生态保护理念的城市电网规划环评方案研究

Research on Urban Power Grid Plan Scheme Based on Ecological Protection Concept

由于电网建设项目环境影响评价受限于电网规划方案,存在无法统筹资源利用、生态保护及考虑累积影响等问题;通过电网规划提前布局,能有效促进电网建设与城市发展的协调统一。在电网规划方案中,通过环境影响评价引入基于生态保护的理念,能够提高电网规划方案的环境合理性,促进电网规划方案实施落地。针对四川某市中心城区电网规划环评实践过程,基于生态保护优先理念的城市电网规划优化方案,从布局、选址选线、建设时序等方面提出了调整方案,可供同类电网规划方案参照使用。

EIA of power grid construction projects is limited by the power grid planning scheme,and there are problems such as inability to integrate resource utilization,ecological protection and consideration of cumulative impact;through the advance layout of power grid planning,it can effectively promote the coordination and unity of power grid construction and urban development.By introducing the concept of ecological protection into the power grid planning scheme,the EIA can improve the environmental rationality of the power grid planning scheme and promote the implementation of the power grid planning scheme.In this paper,the optimization of urban power grid planning based on the concept of ecological protection in the process of EIA for a downtown area in Sichuan is proposed,and the adjustment plan in terms of layout,site selection and construction timing are also proposed,which can be used for similar power grid planning schemes.
