方正县“一河一策”方案探讨

Discussion on the"One River for One Policy"Scheme in Fangzheng County

为全面落实流域河长制、加强重点河湖规划管理、保障重点河道流域行洪安全和流域生态安全,选取了方正县境内10条重点河流,从流域水资源环境保护、水域上游岸线规划管理、水污染、水环境、水资源生态、执法监管等六个方面对其进行了全面跟踪调查,调查发现10条河流健康状况不是很理想,需对河流周边的生活垃圾以及畜牧养殖等现象进一步加强治理,提高城镇污水处理水平,加大河流宣传保护力度,河流水质维持在Ⅳ类,功能区水质尽量达到Ⅲ类。对调查中发现的主要问题进行了总结,并根据方正县实际情况及相关规划提出了整改建议:制定“清四乱”整治行动;划定水域主体岸线重点保护区、保留区、限制开发区、开发利用区;落实土壤测肥覆土施肥配方综合施肥制度;设立行政区水质监测等,为省内其他地区的河长制工作提供参考依据。

In order to fully implement the river basin leader system,strengthen the planning and management of key rivers and lakes,and ensure the flood discharge safety and ecological safety of key river basins,10 key rivers in Fangzheng county were selected to conduct a comprehensive follow-up investigation from six aspects,including water resources and environmental protection,upstream shoreline planning and management,water pollution,water environment,water resources ecology,law enforcement and supervision.It is found that the health status of 10 rivers is not very good.The investigation found that the health status of 10 rivers is not very good,so it is necessary to further strengthen the treatment of domestic waste and livestock breeding around the rivers,improve the level of urban sewage treatment,and strengthen the publicity of river protection.The water quality of rivers is maintained at class IV,and the water quality of functional areas is as high as possible to reach classⅢ.This paper summarizes the main problems found in the investigation,and puts forward suggestions for improvement according to the actual situation and relevant planning of Fangzheng County.For example,rectification actions is formulated to eliminate the four disorders;key protection zones,reserved zones,restricted development zones and development and utilization zones of main shoreline of water areas are delineated;comprehensive fertilization system of soil fertilization,covering and fertilization formula is implemented;regional water quality monitoring is established etc.,which provides reference for the work of river head systems in other areas of the province.
