土地确权背景下农村养老保障模式的创新思路

Innovative Ideas on the Rural Pension Security Model under the Background of Land Right Confirmation

农地产权制度改革是农村社会保障模式创新发展的重要促动因素。通过梳理农地产权制度变迁与农村养老保障模式探索的历史演变进程,发现二者之间存在相互依存、相互作用、相互促进的关系,土地养老保障功能经历了从物质精神的双重承担者、物质资源的实际供给者、基于传统的创新推动者向多元选择的有效支持者的演化历程,且土地保障功能正逐步从生存保障向投资保障转化。基于此在土地确权背景下,应充分发挥土地资源资产作用,以促进农村养老保障模式多层次发展。

The reform of the farmland property rights system is an important driving factor for the innovation and development of rural social security models.By combing through the historical evolution process of the changes in the farmland property rights system and the exploration of the rural old-age security model,it is found that there is a relationship of interdependence,interaction and mutual promotion between the two.The function of land old-age security has evolved from a dual bearer of material and spirit,an actual supplier of material resources,a promoter of traditional innovation to an effective supporter of multiple choices,and the land security function is gradually transforming from survival security to investment security.Based on this,in the context of land ownership confirmation,the role of land resources and assets should be fully utilized to promote the multi-level development of rural pension security models.
