论国家治理能力的多目标机制——以中国抗击新冠肺炎疫情为例

On the Multi-target Mechanism of Governance Capacity——China’s Fight against Covid-19 as an Example

国家治理能力是中国特色社会主义制度及其执行能力的集中体现,是国家应对重大挑战的有力保障,抗击新冠肺炎疫情是对国家治理能力的一次集中检验。国家治理能力多目标机制的核心是兼顾多个目标不同方面的矛盾,包括准确判断主要矛盾与次要矛盾的决策能力,优先集中解决主要矛盾的动员能力,统筹主要矛盾与次要矛盾的协调能力,统筹内部矛盾与外部矛盾的国际合作能力。中国抗击新冠肺炎疫情的国家治理实践可归纳为疫情防治、经济社会发展以及国际合作三个维度,在抗疫治理的五个阶段折射了国家治理的决策能力、动员能力、协调能力以及国际合作能力的统合。其中,决策能力是实现多目标治理的关键,动员能力是实现多目标治理的基础,协调能力是实现多目标治理的保障,国际合作能力是实现多目标治理的要求。

Governance capacity is a crystallization of the system of socialism with Chinese characteristics and its enforcement capability,as well as a strong guarantee for a country to meet major challenges.The fight against Covid-19 is an extensive test of the governance system and capacity.The key of multi-target mechanism of governance capacity is to deal with the contradictions in different aspects:judge the main and secondary contradictions through the capacity of decision;mobilize resources for the main contradictions through the capacity of mobilization;coordinate the main and secondary contradictions through the capacity of coordination;coordinate the internal and external contradictions through the capacity of international cooperation.China’s fight against Covid-19 includes three dimensions:epidemic prevention and control,economic and social development,and international cooperation,reflecting the capacity of decision,mobilization,coordination and international cooperation through five stages,achieving multi-dimensional goals.Specifically,the capacity of decision is the key of governance capacity;the capacity of mobilization is the basis of governance capacity;the capacity of coordination is the assurance of governance capacity;the capacity of international cooperation is the requirement of governance capacity.
