Impact Analysis of the Biden Administration’s New Climate Policy

拜登就职总统以来,美国气候政策出现了重大调整。本文基于对拜登政府气候新政动因和特点的分析,提出拜登政府重返《巴黎协定》、谋求全球应对气候变化领导权,不仅强化了全球合作应对气候变化及能源转型,国际能源格局也将面临新一轮洗牌。本文认为,拜登政府积极应对气候变化,有利于中美重新加强在气候及能源领域务实合作,但也将对"一带一路"倡议的推进以及中国能源转型发展带来更大的外部压力和不确定性。中国应当密切跟踪拜登政府相关政策进展,对外推动中美气候能源领域的务实合作,加快推进绿色"一带一路"建设,营造良好国际合作环境;对内坚定能源转型目标,提升能源安全保障水平,统筹协调能源安全与高质量发展。

Since the Biden’s administration took office, the US climate policy has undergone majoradjustments. The Biden administration has rejoined the Paris Agreement and actively sought aleadership role in global climate governance. Its climate policy adjustments will not onlystrengthen global cooperation in tackling climate change and energy transition, but also lead toa new round of reshuffling of the international energy landscape. While the Bidenadministration’s active response to climate change will help China and the US strengthenbilateral cooperation in addressing climate change and energy, it will also bring greaterexternal pressure and uncertainty to the Belt and Road Initiative and China’s energytransition. China should closely monitor the progress of the Biden administration’s relevantpolicies, promote practical cooperation on climate change and energy between China and theUnited States, accelerate the building of a green Belt and Road Initiative, and create afavorable environment for international cooperation. Meanwhile, China should firmly adhere toits goal of energy transformation, improve the level of energy security, and coordinate energysecurity and high-quality development.
