Having a Good Understanding of Modernization of Social Governance in China:Its Connotations,Goals and Policy Path

我国的现代化战略随经济社会发展不断丰富,从"四个现代化"、经济现代化向国家治理现代化拓展,社会治理现代化的提出是国家现代化发展的必然。我国社会治理现代化的基本内涵是形成共建共治共享的现代社会治理格局与体制,具体涉及国家安全、社会治安、公共安全、矛盾化解、基层治理等领域的共建共治共享。当前,我国社会治理现代化的目标体系同时包含维持社会和谐有序、促进社会充满活力、维护国家安全三个维度。社会治理现代化是复杂的一揽子工程,需要在政策设计与实践互动中形成现代的社会治理体制和现代化的社会治理能力。

With the development of economy and society,the scope of China’s modernization is steadily expanded from the"four modernizations"and economic modernization to the modernization of national governance,and the proposal of it is inevitable in the development of national modernization.The modernization of Chinese social governance is to bring into being a modern social governance system based on collaboration and broad participation with the goal of benefiting all people,concerning national security,social security,public safety,conflict control and grassroots governance.At present,to modernize the Chinese social governance is meant to maintain social harmony and order,to keep the society more flourishing,and the nation more secured.The social-governance modernization being a package project of complexity,the fundamentals of it are a modern social system and the capacity of modern social governance,and both are called forth in policy design and policy implementation,with neither being possibly neglected.
