粤港澳大湾区高等教育治理的时空格局、形态嬗变及未来路向

粤港澳大湾区建设是党中央作出的重大决策,其高等教育治理具有鲜明的"时空格局"特征。从时域格局来看,高等教育发展历程划分为独立非均衡发展期、跨境交流合作期和湾区协同发展期;从空间格局来看,高等教育治理处于全球治理、国家治理和湾区治理的"三维一体"格局之下。在"时空变换"下,粤港澳大湾区高等教育治理呈现"独立自治—合作共治—协同善治"的形态嬗变。新时代粤港澳大湾区高等教育治理应坚持以中国特色社会主义制度为核心,变革创新治理理念、组织、制度、手段和环境,构建具有国际视野、中国特色和湾区特征的"一核多元"高等教育治理体系,为打造教育对外开放新高地奠定基础。

The construction of The Guangdong-Hong Kong-Macao Greater Bay Area is an important decision made by the CPC Central Committee,and its higher education governance has a distinct feature of"Spatio-temporal pattern".In terms of time domain pattern,the development of higher education can be divided into independent and unbalanced development period,cross-border exchange and cooperation period and bay area collaborative development period;From the perspective of spatial pattern,higher education governance is under the"three-dimensional integration"pattern of global governance,national governance and Bay Area governance.Under the"Spatio-temporal change",the governance of higher education in Guangdong-Hong Kong-Macao Greater Bay area presents the evolution of"independent and autonomous,cooperative and co-governance,collaborative and good governance".Under the new era of"three-dimensional space"Guangdong-Hong Kong-Macao Greater Bay Area higher education governance should adhere to the socialist system with Chinese characteristics as the core,innovation management concept,organization,system,means and environment,building with international vision,with Chinese characteristics and characteristics of the bay area"a nuclear multivariate"higher education management system,to make education opening to the outside laying a foundation for new heights.
