基于多元利益博弈的南京老城更新困境反思--以仓巷地块为例

Reflection on the Dilemma of Nanjing Old Town Renewal Based on Multi-Interest Game:A Case Study of Cangxiang Plot

南京老城是南京历史文化名城保护的核心区域,老城更新背后有着复杂的历史纠葛与利益博弈,致使城市更新进程频陷困境文章以南京老城南仓巷地块更新停滞项目作为典型案例,对其更新停滞背后的政府、开发商、居民三方利益博弈进行详细分析,并在此基础上,对南京老城更新困境进行反思。研究发现老城更新是一个长期性、渐进性、多层次的多方博弈过程,更新建设中多元主体利益间的碰撞、不同主体权力与权利间的相互制约以及时间与空间演变所带来的历史矛盾是导致部分南京老城更新项目陷入困境的主要原因最后对南京老城南仓巷地块的更新提出了针对性建议。

The old city of Nanjing is the core area for the protection of Nanjing's history and culture.Behind the renewal of the old city,there are complex historical disputes and interest games,which have led to frequent difficulties in the process of urban renewal.This article takes the old stagnant project of Cangxiang plot in the old city as a typical case,analyzes in detail the trilateral interests'game among the government,developer,and residents behind the stagnation of the plot renewal.Based on this,the article reflects on the renewal dilemma of Nanjing's old city.Research finds that renewal of the old city is a longterm,gradual,multi-levelled game process.The conflicts between the interests of multiple subjects,the mutual constraints between the powers and rights of different subjects,and the historical contradictions brought by the evolution of time and space during the renewal process are the main reasons that caused some Nanjing old town renewal projects to be in trouble.Finally,the article put forward targeted suggestions for the renewal of the Cangxiang plot.
