Measures for Flood and Drought Disaster Prevention in Hilly Areas

山丘区山高坡陡,溪河密集,加之近年气候异常,极端天气多发,干旱与洪涝灾害交替发生,抵御水旱灾害面临诸多挑战。防汛抗旱体制改革后,水利部门由原来的综合协调转换为专司水利行业的防洪安全,在"测、报、防"上下足工夫,让"防"贯穿始终。通过案例分析,探讨山丘区水旱灾害防御共性短板,提出新时期水旱灾害防御思路与举措,利用监测预报预警、水工程调度和防洪抢险技术支撑三大行业优势为防汛抗旱保驾护航。

In the hilly region,there are steep mountain slopes,dense streams and rivers. In addition,in recent years,abnormal climate,frequent extreme weather,alternate occurrence of drought and flood disasters,so there are many challenges to resist flood and drought disasters. After the reform of the flood control and drought relief system,the water conservancy department has changed from the original comprehensive coordination to the special responsibility for the flood control safety of the water conservancy industry. Make great efforts in"measurement, reporting and prevention"to make"prevention"run through. Through case analysis,this paper discusses the common weaknesses of flood and drought disaster prevention in hilly areas,puts forward the ideas and measures of flood and drought disaster prevention in the new period,and uses the advantages of monitoring,forecast and early warning,water project dispatching and flood control and rescue technology to support the three industries to protect the flood and drought.
