农田灌溉水权分配是开展农业水价综合改革中遇到的最普遍和最难以调和的矛盾,如何处理总量控制、定额管理与农民灌溉用水需求之间的关系,是需要深入研究的课题之一。以河南农业水价综合改革中水权分配实践,揭示农业灌溉用水水权分配应重点把握的几个方面,为深化农业灌溉水权分配制度提供借鉴。

Farmland irrigation water right distribution is the most common and difficult contradiction encountered in the comprehensive reform of agricultural water price. How to deal with the relationship between total amount control, quota management and farmers’ irrigation water demand is one of the topics we need to study in depth. Based on the practice of water right distribution in the comprehensive reform of agricultural water price in Henan Province, this paper reveals several aspects that should be grasped in the distribution of water right for agricultural irrigation, so as to provide reference for deepening the distribution system of water right for agricultural irrigation.
