摘要 数字经济和服务贸易在“十三五”时期的快速发展为审视二者的关系提供了绝佳机遇。数字经济助推服务贸易高质量发展主要通过贸易方式数字化和贸易对象数字化来实现,前者可以降低服务贸易成本,提高服务贸易效率,并对中小服务企业参与全球市场的机会造成影响;后者则拓展了服务贸易产品范围,并重塑了供应链和全球价值链。但在这一过程中,数字技术、数据要素和数字平台所蕴含的风险也愈发凸显。利用数字经济实现服务贸易高质量发展,应建立健全数据交易流通体系,维护数据安全,妥善化解服务外贸企业数字化转型过程中的算法伦理风险,并通过强化对跨境电商综合服务平台的反垄断监管和有效弥合数字鸿沟,保障平台经济合理有序发展,实现数字红利为全体国民所共享。 The rapid development of the digital economy and service trade during the period of China’s 13th Five-Year Plan provides a sound opportunity to examine the relationship between the digital economy and the high-quality development of China’s service trade.In fact,digital economy empowers high-quality development of China’s service trade mainly through the digitalization of trade mode and trade object.The former can reduce the cost of service trade,improve the efficiency of service trade,and affect the opportunities of small and medium-sized service enterprises engaging in the global market,and the latter can expand the range of products traded in services and reshape supply chains and the global value chains.However,in this process,the risks of digital technology,data element and digital platform have become increasingly prominent.To take advantage of digital economy promoting China’s service trade high quality development,a sound date trading and circulation systems should be established and improved to maintain data security,and the algorithm ethical risks should be properly addressed in the process of digital transformation of foreign service trade enterprises.Moreover,we should strengthen antitrust regulation for the cross-border electricity integrated service platform and effectively bridge the digital divide to construct a reasonable and orderly platform economics,and finally realizing the digital dividends could be shared by all citizens.
