新冠肺炎疫情全球大流行,增加全球贸易的不确定性;美国贸易保护主义和逆全球化思潮,加剧全球贸易风险;WTO改革受阻,难以达成一致意见;多边贸易规则遭受挑战,使得区域性高标准经贸协定不断增加,在全球经济治理方面发挥了重要作用。这些新动向,对中国经贸发展来说,既是挑战也是机遇,应当做好研判并积极应对。一是坚持底线思维,理性应对中美博弈;二是参与并构建与国际对标的FTA,进一步扩大“朋友圈”;三是防范和化解相关风险;四是积极参与并推动WTO改革,贡献中国智慧、中国方案,构建多元化的经贸合作新体系。

The COVID-19 pandemic is spreading with increasing uncertainty to global trade;US trade protectionism and anti-globalization trends are exacerbating global trade risks.WTO reform blocked,all parties find it difficult to reach consensus;Challenges to multilateral trade rules have led to an increasing number of high-standard regional economic and trade agreements,which have played an important role in global economic governance.These new developments are both challenges and opportunities for China’s economic and trade development.We need to make a thorough analysis of them and actively respond to them.First,adhere to the bottom line thinking,rational response to the china-us game;Second,to participate in and build FTAs with international counterparts to further expand the“circle of friends”;Third,prevent and defuse related risks;Fourth,actively participate in and promote WTO reform,contribute China’s wisdom and proposals,and build a new system of diversified economic and trade cooperation.
