我国中医师执业规制现状与思考

Current Status and Thinking of Regulation About Traditional Chinese Medicine Physicians'Practice in China

通过对中医师执业及规制现状进行分析,建议在落实《中华人民共和国医师法》相关配套实施细则时,兼顾医师的共性和中医师的特性,将临床类别医师分为西医临床医师、中医临床医师和中医(专长)医师三类,将“师承和确有专长人员”修订为“以师承方式学习中医或者经多年实践,医术确有专长的人员”,并进一步明确中医师执业地点和执业范围的价值导向。

The general characteristics of doctors and the characteristics of traditional Chinese medicine physicians should be taken into account when implementing the relevant detailed rules for the implementation of the Law of the People's Republic of China on doctors and the clinical category of doctors should be classified as western medicine physicians,traditional Chinese medicine physicians and traditional Chinese medicine(specialty)physicians.It is recommended to revise"those who learn traditional Chinese medicine through teachers or indeed have special medical skills"as"those who learn traditional Chinese medicine through teachers or indeed have special medical skills and practice with them for many years"and define value orientation of the registration of practice and scope of practice of traditional Chinese medicine physicians.
