乡村振兴背景下村集体经济发展实践和探索——以广西柳州市为例

Practice and Exploration of Village Collective Economic Development under the Background of Rural Revitalization——A Case Study of Liuzhou City in Guangxi

村集体经济是农村基本经济组成部分,发展壮大村集体经济是实现乡村振兴的必由之路,是强农业、美农村、富农民的重要举措。在乡村振兴背景下,为了发展壮大村集体经济,以广西柳州市为例,调查不同发展条件下村集体经济的发展情况,分析总结出"租赁增收型集体经济发展模式""社会服务增收型集体经济发展模式""生态旅游增收型集体经济发展模式"三种壮大村集体经济模式。同时针对村集体经济发展中存在的人才队伍缺失、农村社会化服务体系不够健全等主要问题,提出完善制度设计、加强人才队伍建设、配套社会服务、加强典型宣传推广等对策建议。

Village collective economy is a basic part of rural economy,developing and strengthening village collective economy is the only way to achieve rural revitalization,which is an important measure to strengthen agriculture,develop countryside and rich farmers.Under the background of rural revitalization,how to develop and strengthen the village collective economy?To explore the effective path of village collective economic development,take Liuzhou,Guangxi as an example,survey the development of village collective economy under the different development conditions,analyzes and summarizes the three sound village collective economic developmeat model,which as follows,"the collective economic development model of increasing income for rental,""the collective economic development model of increasing income for social services","the collective economic developmeat model of increasing income for ecological tourism".At the same time,in view of the main problems existing in the development of village collective economy,such as the lack of talent team,disadvantages of rural socialized service system and so on,the countermeasures and suggestions are put forward as follows:improve the system design,strengthen the construction of talent team,support social services,promote the typical publicity and promotion.
