共同富裕是全民富裕、全面富裕、渐进富裕、共建富裕,推进共同富裕等不得、急不得。推进共同富裕要构建协调配套的三大分配体系,辩证认识五大关系,包括增量与存量、显性与隐性、总量与结构、均值与方差、可量化与不可量化的关系。推进共同富裕要立足十大政策取向:既在缩小收入差距上做文章,更在缩小财富差距上做文章;既在缩小显性差距上做文章,更在缩小隐性差距上做文章;既在缩小私人产品差距上做文章,更在缩小公共产品差距上做文章;既在补齐短板上做文章,更在筑高底板上做文章;既在物质富裕上做文章,更在精神富裕上做文章;既在“分好蛋糕”上做文章,更在“做大蛋糕”上做文章;既在动态国内比较上做文章,更在动态国际比较上做文章;既在共同富裕上做文章,更在部分先富上做文章;既在共同富裕上做文章,更在阶层流动上做文章;既在共同富裕上做文章,更在共同幸福上做文章。推进共同富裕要重点辨析五大理论问题:收入财富差距与市场化程度的关系、收入财富差距与科学技术发展的关系、收入财富差距与社会发展的关系、穷人与富人的关系、共同富裕的求解范围。

Common prosperity means the prosperity of all the people in all aspects gradually with the joint efforts.We should neither postpone nor be impatient in boosting the realization of common prosperity.To boost the common prosperity,it is of necessity to build three coordinated distribution system and recognize the five relationships dialectically,including the relationship between increment and inventory,dominant and recessive factors,total amount and structure,mean value and variance,quantifiable and non-quantifiable factors.Attention should be paid to ten policies in order to boost common prosperity:narrow the gap of income and wealth;narrow dominant and recessive gap;reduce the gap of private and public products;improve weaknesses and lay a solid foundation;pay attention to both material wealth and spiritual wealth;ensure equal treatment and increase the scale;make both static domestic comparisons and dynamic international comparisons;allow a number of people to get rich first on the basis of common prosperity;ensure the flow of wealth among different classes on the basis of common prosperity;make every efforts in realizing common prosperity.Five theoretical issues must be differentiated and analyzed in order to boost common prosperity:relationship between the gap of income and wealth and marketization degree,relationship between the gap of income and wealth,and the development of science and technology,relationship between the gap of income and wealth and social development,relationship between the rich and the poor,and range of common prosperity.
