论信息服务专业性与社会性的互构及其价值

On the Mutual Construction and Value of Specialization and Sociality of Information Services

公共图书馆、公共档案馆等公共信息机构的信息服务正面临着外部竞争者的挑战,信息服务的专业性内涵需要创新,信息服务治理体系也需要重新构建。文章在界定信息服务的专业性与社会性等概念基础上,对信息服务专业性与社会性之间的竞争与合作关系及其发展态势进行了分析。提出信息服务专业性与社会性互构的命题及其意义。从主体维度、运行维度和目标维度讨论了“互构”的含义,从公共信息机构信息服务专业性内涵的重建、信息服务模式的整合创新、对社会重大公共事件的应急响应与服务等方面研究了互构的意义,认为信息服务专业性与社会性的互构是实现信息服务治理体系建设的重要途径。最后对推动信息服务专业性与社会性互构实现的主要途径进行了初步讨论。

The information service of public information institutions such as public libraries and public archives is facing the challenge of external competitors.The professional connotation of information service needs to be innovated,and the pattern of information service also needs to be constructed.On the basis of defining the concept of information service specialization and sociality,this paper analyzes the relationship of competition and cooperation between information service specialization and sociality.This paper puts forward the proposition and significance of the mutual construction of professional and social information service,and from the dimension of subject and target discussed the meaning of“mutual construction”,This paper discusses the meaning of mutual construction,from the reconstruction of the connotation of the professional from the public information agency,information service mode of integration innovation,major public events in emergency response and service to the society.The author think professional information service and social mutual construction is the important way to realize information service management system.Finally,the paper discusses the main ways to promote the realization of the mutual construction between the professional and social information services.
