西藏开展森林保险的必要性及对策研究

Analysis on Necessity and Countermeasures of Developing Forest Insurance in Tibet

森林保险在森林资源保护、林业生产和保障林农收入方面能够发挥重要作用。2009年以来,我国开始实施政策性森林保险工作,到目前为止西藏是未实施该政策的几个省份之一。从西藏森林资源管理的现状出发,阐述了开展政策性森林保险的必要性,分析了其可行性以及实施森林保险的相关制约性因素,并提出了下一步实施和开展森林保险的对策建议,以期为西藏全区实施政策性森林保险提供参考。

Forest insurance can play an important role in the protection of forest resources, forestry production and the protection of forest worker’s income. Since 2009, China has started to carry out the policy forest insurance. So far, Tibet is only one of the few provinces that has not carried out the implementation of this policy. Based on the current situation of forest resources management in Tibet, this paper expounds the necessity of carrying out policy forest insurance, analyzes its feasibility and the relevant restrictive factors of implementing forest insurance, and puts forward the countermeasures and suggestions for the implementation of forest insurance of the next step, so as to provide reference for the implementation of policy forest insurance in Tibet.
