美国社区学院参与退伍军人教育:背景、模式与反思 被引量:1

U.S.Community College Involvement in Veterans Education:Background,Models,and Reflections

摘要 美国社区学院采取了若干举措以提升退伍军人接受高等教育的质量,如设置一站式机构提供教育福利管理服务、以定制化教育提供从军营到校园的过渡帮扶、以军人同伴为纽带提供情感支持服务、以教师和员工专业发展项目提升服务质量。这些举措形成了美国社区学院再社会化导向的退伍军人教育支持模式、学分制为基础的退伍军人教育实施模式、公益性与自由性博弈下的退伍军人教育治理模式。我国高职院校应批判式借鉴美国社区学院参与退伍军人教育的经验,坚持退伍军人教育的公共性和市场性相结合,以退伍军人等非传统生源为对象开展完全学分制试点,以统一管理为方向推进退伍军人的再社会化教育。 U.S.community colleges have taken several initiatives to enhance the quality of veterans'access to higher education,such as setting up one-stop institutions to provide educational benefit management services,providing transition support from barracks to campus with customized education,using military peers as a bond to provide emotional support services,and enhancing the quality of services with professional development programs for faculty and staff.These initiatives have formed a veterans'education support model with a re-socialization orientation in U.S.community colleges,a credit-based veterans'education implementation model,and a veterans'education governance model under the game of public interest and freedom.China's institutions of higher education should critically learn from the experience of U.S.community colleges in participating in veterans'education,adhere to the combination of public and market aspects of veterans'education,carry out a full credit system pilot with non-traditional students such as veterans,and promote veterans'resocialization education in the direction of unified management.
