后脱贫时期乡村治理与防贫策略研究

防贫工作是习近平扶贫开发战略思想的重要体现,也是全面建成小康社会的应有之义。随着脱贫攻坚取得全面胜利,乡村迈入后脱贫时期,乡村治理与防贫工作成为巩固脱贫攻坚成效、推进乡村振兴的重要影响因素。后脱贫时期乡村治理要妥善处理好“后两年”和“两年后”的关系,增强防贫工作的针对性,防止出现一边脱贫、一边返贫现象,强化脱贫工作的实效性和持续性,夯实防贫工作的基础,大力推进乡村振兴。

Poverty prevention is an important manifestation of Xi Jinping’s strategic thinking for poverty alleviation and development,and is also a proper part of building a well-off society in an all-round way.With the overall victory of poverty alleviation,the rural areas have entered the post-poverty alleviation period,and rural governance and poverty prevention have become important factors to consolidate the achievements of poverty alleviation and promote rural revitalization.In the post-poverty alleviation period,rural governance should properly handle the relationship between“the next two years”and“two years later”,enhance the pertinence of poverty prevention,and avoid the possibility of returning to poverty while getting rid of poverty.Moreover,it should strengthen the effectiveness and sustainability of poverty alleviation,consolidate the foundation of poverty prevention,and vigorously promote rural revitalization.
